To me, the quote speaks to highly personal nature of reality as a concept. To wrap quotes around a word signifies something that is being said (literally or not) by an individual, which implies a certain amount of ownership of the concept, and what that individual believes to be reality may be completely different from another individual.
Towards that end, then, without anyone “speaking” of reality, it is impossible to determine its existence, because reality is participatory.
